In truth, sanctions are more about venting anger than about successful foreign policy. Throughout the latter half of the Twentieth Century, when sanctions have become the international communities favorite tool against despots and dictators, the sanctions themselves have rarely done anything other than hurt the citizens of the countries, leaving the power structures and leaders untouched.
