A developing war in Iraq caused anxiety and unease in neighboring Turkey. The American-Turkish strategic alliance came under question after strains developed between Washington and Ankara. Relations with Syria and Iran improved and foreign relations with Israel continued to develop. Istanbul synagogue bombings took a human toll and caused the buildings to be unusable.
