The Guatemala Revelations Are Not An Aberration

The revelations of non-consensual human medical testing by America in the early part of the 20th century were met with appropriate public outrage. But these atrocities in Guatemala in 1946, and at Tuskegee must be a thing of the past - we have laws against that sort of thing, after all. Well, we had laws against it in 1946, when the Allies were hanging Nazi doctors for human experimenting, and we have laws against it now, as new allegations of experiments in torture by CIA medical personnel at Guantanamo Bay emerge. This country's dismal track record makes it hard to believe that these laws are being seriously enforced.
