The Other Speech

By Leonard Fein

Forward Association, 1996

President Clinton's conflicted and convoluted support of Congress' Welfare Reform Bill is far more complicated than the veto speech he ought to have given. The system is broken, but any solution that condemns American children to a life of pain and want is no solution at all.
